United Nations needs a structural and democratic reform

United Nations was created to promote peace, security, multilateralism, globalism, and prosperity among the member nations after World War II, but it has progressively taken the shape of inability, ignorance, inefficient, ineffective, complex and corrupt bureaucracy and dictatorship by the permanent members of UN Security Council. It has 6 principle organs with many subsidiaries and child organs, over the years the sophistication of UN has increased and has become the heavily bureaucratic organization. There is a lack of extensive cooperation among the children organization, they are competing for the funds, and sometimes their sphere of work overlap because many UN agencies have stakes for the same programmes. UN was created after World War II to suppress the evil of the Axis coalition by the ally, the responsibility was increased after the end of war, international security, economic development, social progress, protection of human rights and felicitation of international laws had become the part of it, but its administration framework has still unchanged and UNSC permanent member still deny any structural change.   
Five permanent members are dictating the United Nations Security Council and ignore the UN general assembly resolution on the key issues, and they can even deny the majority of the Security Council by using the veto. There are 10 non-permanent members in the council but they have almost no power, their decision making can be vetoed by anyone permanent member. They claim that they are responsible for the peace and security of the world, in actual, they are the major abuser of the UN policies, China refuge to accept International court of justice arbitration over the South China Sea, US and Russia have taken unilateral action against the member nation ignoring the United Nations resolution. The world is threatened due to the presence of weapons of mass destruction, and the humanity is forced to live with the risk of nuclear war. One of the major goals behind the formation of UN was the disarmament of the world from chemical and deadly biological weapons, and instead, the countries had been entered into never-ending the nuclear arms race.  All the permanent members are the nuclear state and have more than 20 thousands warheads, during the cold war, a devastating nuclear arms race took place between two rivalry United States and Russia, and this resulted into missiles crisis. They are using UNSC to promote its vested political agenda. USA has vetoed as many as 30 times in last 3 decades in Israel-Palestine conflict and has been ignoring UN general assembly resolution since 1980. UN Security Council failed to take action in Syria after the chemical attack because the Russian Federation and China vetoed it. China keeps on vetoing to designate the Pakistan based terrorist, a threat to regional security, in UNSC to protect its trade and political interest in Pakistan. United Nations had failed to stop the major war in the last 70 years, Iraq-Iran Gulf War, Vietnam War, US-led invasion of Iraq, Afghanistan and Libya, and it had failed miserably to tackle the situation arisen due to terrorism.
Although it needs a structural change, but the UN involves in the unparalleled activity across the world like reconstruction, rebuilding, humanitarian support led by UNDP and its child organs. In the last 70 years, around US $ 500 billion has been spent for these activities, Asia and Africa are the major recipient of it, the aid provided during the crucial time period like internal or external war, natural calamities, and humanitarian support during the economic crisis. United Nations peacekeeping mission operates in very unfavorable conditions and difficult environment, it serves during the conflict and disaster or aftermath, it has been playing important role in the war-torn countries like Syria, Iraq, Afghanistan, Sudan, Somalia, and Yemen. It has also helped the government to eradicate the social injustice and bring in the economic reform, and the African Union and the Middle East have been widely getting the consultations from UN economics and social council. UN is advocating for the disarmament of the world to promote peace and security, it played an important role when South Africa and Kazakhstan voluntarily gave up the nuclear programmes. UNESO and UNICEF are two specialized agencies of United Nations, which promotes science & technology, education, culture and humanitarian support to the children on the emergency basis, its mission in Africa, India, and war-torn counties are unmatchable. The budget of United Nations has doubled in the last two decades, but it is still inefficient. It is believed that the fund allocated to some of UN missions is just more than the maintenances of offices and payment of employees in all the member nations. The growing disagreement and corruption has further complicated and challenged the UN effectiveness, United States, a major contributor to it, has withdrawn itself from UNESCO recently, USA has announced a massive cut in the UN budget of around US $ 285 million for the 2018-2019 tenure on being denounced by the UN general assembly for moving capital to Jerusalem.    
In last 70 years, United Nations has gone through lots of organizational restructuring and reform, more than 50 subsidiaries and children organs have been added to this, the challenges and risks during early days were different than today. The world has changed over the years, the economic restructuring has happened, India, Germany, Japan, and other developing countries have emerged as a global player, and Africa, South America and Asia want more stakes in United Nations. During 1950’s, there were some 70 democratic nations in the UN but now it’s count is beyond 160 nations, the democratic uprising around the world has called for the democratic reform, but the denial for reform by the UNSC permanent members could undermine the UN unity and integrity. The UN Secretariat has limited representations from the under developing and developing countries, most of the mission are centric to these nations so they argue that how would be the goal achieved if they don’t have the representative in the administration. UN General Assembly is viewed as the international parliament, and it has almost no power to enforce its decision. UN International Court of Justice must be respected by the member nation and its effectiveness should be ensured.
